WHAT IS IT? LUTRAQ (Land Use, Transportation and Air Quality Connection) is a project that showed how effective land use planning can reduce auto-dependency, increase mobility, improve air quality, and create more affordable communities. The project identified important environmental factors, existing development trends, and projected population growth.
